Question CPU stuck at full clock after upgrading to Windows 10. How to get it back to normal?

After upgrading from windows 7 to windows 10 started to notice the cpu clock says it's stuck at full (3192 MHz) even at idle (0% utilization).
In the Rainmeter monitoring CPU also totally stuck at full clock.

How to get it back to normal (around 700 MHz) like before?

i had this same issue with windows 10 for me just click check for updates even if there is no updates usually there is something to update

If you are using a pirated variant of win 10 you will have to find to downgrade to win 7 or win 8 for i dont know the solution to the pirated variant

it could be something else also or there could be some other solution but the one that worked for me is what i have stated above.
My cpu is a I7 - 4790k

So far I've tried updating, downgrading, clean install. Feels like it's just Windows 10 being Windows 10... a buggy imperfect forced OS.
