Question CPU is stuck at a specific frequency ?

Hello good morning everyone.

I am making this thread because I have a problem with the processor.
The problem is that the processor frequency is always stuck on a number. When I edit the power plan it always uses the value of the maximum processor state that I indicate, whether it is 90%, 95%, 100%, etc. The frequency does not vary but remains stuck at that value, regardless of whether the CPU usage is 0%, 5%, or 40%
I have already tried many things that I saw on the internet, restoring the BIOS, editing the power plans, but nothing works.
Another problem I have is that I cannot install Ryzen Master, I do not know if this is somehow connected to the main problem.

My processor is a Ryzen 9 5900x.

Thanks in advance, I hope you start the year well!

In HWinfo you have to look at Core EFFECTIVE clocks.
In Windows power plan, Maximum processor state at 99% limits processor frequency to base clock (no boost) and lower percentage to even less.
