Question CPU temp at 97 degrees even at idle

I have an omen laptop with an i7-8750h and the clock speed that it's sitting at constantly is around 3.7ghz when the base clock is 2.2. This is resulting in my laptop being at close to 100 degrees celsius even in idle. How do i fix it?

google -----how to turn off hardware acceleration in google chrome----

you can play around with these settings and see if it calms down.

Also just an FYI clean out any dust.
