[SOLVED] CPU Temperatures are running high

My new i7 9700K runs extremely hot (90 - 100 degrees) under 40-50% load. I was wondering if this is abnormal or not. I know that the intel stock cooler is bad, but are these normal temps for the stock cooler. Furthermore, I am looking to change my stock cooler to a new CPU cooler, but I do not know which ones are good for i7 9700K. I would also prefer if the color of the cooler is white. My budget is around $50 and I really do not want to go over that.
I recently just got a new CPU and upgraded from an i5 9400f to an i7 9700k. Since I got it today, I have kept the stock intel cooler for both of them and played one game of VALORANT and my CPU began to get super hot, even when I capped the fps at 144. It ran up to around 97 degrees as I was also streaming on discord which took up some CPU usage.
My specs are
i7 9700k (stock cooler)
MSI B360 GAMING ARCTIC ATX LGA1151 Motherboard
NZXT H510i (only 2 exhausts fans at the top and the bottom, no intake fans)
Corsair Vengeance 2666MHZ 8gb x 2 (16gb)
Corsair CX650M Power Supply
Gigabyte RX 5700 XT
I was looking into the Hyper 212 EVO, the Scythe Big Shuriken 3 CPU Air Cooler, or the Scythe Mugen 5. Are any of these any good / will keep temps low? Or should I look for others.

Evo 212 is an okay cooler, when it is on sale. I don't particularly like the fan it comes with, a bit noisy.

Still, the Evo 212 is a quad direct contact heatpipe cooler with a 120mm fan. Gammaxx GTE V2 is a match for that.

Lots of variants of the 212 line as well, some are a little cheaper at the moment.

I would probably pick from these:

Scythe Mugen or Noctua are more well known. Pure Rock 2 is probably comparable to the Evo 212, but quieter.

First thing I would suspect is the paste job. Doesn't require a whole lot of thermal paste on CPU. It should be such a thin layer, you can almost see through it. 2nd, yes, it is hot, too hot. It would be bad if you saw those temps at 100% utilization even. What is your ambient temp? If you live in a hot climate, get a better cooler. 3rd would be the mounting of the cooler. Is it correctly installed? Is it flat on the CPU? Not just cooling one side?

How hot does your GPU get? That air tends to end up in your CPU fan. Do you have fans at the top of the case? Pulling air out.

I don't know about aircoolers, I haven't used one for 10 years. I hear Noctua or Dark Rock Pro are really good. But those are probably 100 $. AIOs are only worth it if you go for 240mm+ radiator, but again, 100+ $.

I used the pre applied thermal paste that came with the stock cooler. My ambient temp is not too high, hovering around 76-78 degrees. Yeah those are pretty expensive.

Your CPU is 76+ Celsius when idle? WAY too HOT! Definitely something fishy here.
Ambient refers to your room temp. Or sometimes the motherboard temp but mostly roomtemp. Summertime all temps go up. Difference between winter and summer is often 30-40 C. That will effect your cooling solution. Especially if you overclock like me.

Your temps are celsius, right? And not Fahrenheit? If it's fahrenheit, it is fine.

Sorry, when idle it is around 60-65ish degrees celsius. I meant that my room temperature is 75-77 degrees fahrenheit.

I haven't ever owned an Intel CPU but 65 C sounds a bit hot to me. Considering you should see those temps when you are gaming. Is your CPU load around 0-5% when idle? If you press Ctrl+Alt+Esc and go to Performance-tab, you'll see it.

That's fine then. There is something going on with the cooling then. You should tighten the cooler in an X pattern. If there is 4 screws. Tighten each screw just a little bit. Then tighten the next opposite screw. Same applies to 2 screws. Just like you tighten a wheel on a car. You don't tighten any one screw all the way.
The cooler should be tight but not crushing the CPU. At the same time, it can't be too loose. Now, I don't know how LGA socket(Intel) react to rotation, if that can bend CPU pins in the motherboard. If so, avoid it all costs. That said, if you can rotate the cooler, it is too loose.

I did that and just retested and at idle is 0-5% with temps around 50. When gaming though, it goes to around 80-85ish peaking at 91 with a load around 45-50% which is still very very hot.

For stock cooler 50 celsius on idle for i7 is normal and 80-85 on load is normal too. However those temps aren't good and stock coolers suck. I would suggest you to buy a better cooler. Personally I have this cooler: ARCTIC Freezer 34 eSports DUO. Just my version is non duo with 1 fan and it still does a fantastic job. As you can see it has very good ratings and reviews and also it has plenty of options for various colors including white as you asked. Also this cooler is very quiet thanks to Fluid Dynamic Bearing fans.

The 9700K don't come with a stock cooler so your using the 9400F cooler?

Not the best coolers out there, but better than an Intel stock cooler, relatively low cost, and all white.
Disregarding the white color, what are some good coolers for <$50. Is the hyper 212 evo any good or the one someone previously mentioned above

Are these coolers on par with the white coolers you listed earlier, or do they perform way better? If so I am thinking about the TC14s because on newegg there is a $30 mail in rebate, making it $20 only

The cheaper ones are all about the same here. $50 ones should be quite good.
The $50 as in the 4 that you listed should all be around the same performance, which is better performance than the two white coolers + hyper 212 that you listed, correct? I am just wondering b/c one of the white ones is $50 but is it the same performance (the arctic freezer).

The others are much higher end, more heatpipes, larger fin stacks, nickel plating (which means they took more time polishing the base) All around better coolers, which is reflected in the price.

Is it any good, or on par with the higher end coolers you recommended?

Basically the same as the Evo and Gammaxx, but it comes with dual fans. It is a popular choice, a good recommendation when it is on sale.
Ah, okay. But since it is $50, you think that the money could be better spent on one of the higher end coolers that cost the same amount?

Not sure I can find a roundup with all those coolers tested together.

This is a review for the e34 duo, chart has the Scythe Mugen on it which pulls ahead in terms of temperature, just before the water coolers start toping the list.

Yeah, the mugen is ahead, but it is a minimal difference of 2 degrees, which shouldn’t matter than much when temps are around 58 degrees, or does it matter a lot?

Well, with that test bench and under those conditions. Gap goes to 5 degrees under an overclocked load.

The noise profile is usually the next thing to look at, which the Mugen also wins.

Would be nice to have that particular Noctua on there as well, I imagine it would come close to the NH12 on that list.
