Question CPU Throttling for no reason.

Hi;
When i turn on my PC after playing a game or running some heavy apps then the cpu throttling slows down my computer. And sets a 16% maximum frequency in resource manitor.
And it keeps going off and on.
It doesn't fix until i restart the computer.
This has no logic reason to happen.
My cpu temp is fine it's arround 45c.

I have literaly tried everything and nothing seems to work.
I cleaned my pc, I changed my thermal paste, i updated the bios, updated the windows, clean windows installation...

Any help would be so much appreiciated.

When it's underperforming the speed is 0.54 GHz.
But speed at a normal state is 3.15 GHz.

Update: I tried to reset the CMOS by removing the battery, and pc was working fine for 2 days. Today after waking up pc of hibernation it's broke again.

I'm out of ideas. Please help.

I think as of right now you have 2 options

1 have someone look at it

2 start looking at a new upgrade
