Question Cpu usage 90-100% while Gpu at 15-17%

Hello i have an issue. My cpu usage is higher than my GPU when i game. (RTX 3060 ti, i5 11400f) My cpu is usually around 90-100% and gpu at around 15%. both are usually at mid 60 to 70 C temperature. Games played like cyberpunk, bf5, ac valhalla. Everything on max settings 1080p. Ive tried reinstalling my gpu drivers and no change.

new build? upgrade? brand and model of the psu?

New build. FSP650 80 PLUS BRONZE PSU

what else is running on the background?
what the storage? ram?

Just discord and wallpaper engine. Tried turning them off but no change. The cpu usage falls down when i alt tab out of the game then goes up again when im back in. Nvme 1tb half of it is used. 16 gigs ram ddr4.

windows see all 6 cores/12 threads?
latest bios? memory running at dual channel xmp profile?

So i used afterburner stats and it shows different values than task manager. I used task manager previous. Now with afterburner its 90% gpu and 50-60% cpu. Why is there a mismatch between afterburner and task manager?
