Question CPU utilization spikes and freeze spikes

Hi, my computer started to freeze now and then, I noticed that my CPU tends to spike and reach 100% while gaming or spikes to 60% while just regular browsing and opening docs. The screen freezes by 1 second then when back to normal and this happens every 30 seconds. fps drops while gaming, I checked the CPU temperature (no problem at all), i tried doing clean install of windows but to no avail pls help.

My specs are:
Acer Predator G9 793
intel core i7-6700HQ CPU @2.60Hz 2.60GHz
RAM 32GB
Nvidia GTX 1060

all drivers up to date.

i see windows explorer goes crazy, from 0.3% jumping to 10% and i see "start" also jumping from 0.1 to 4% and other stuff keeps going up and down. I see this every time my computer spiked, from 5% jumps to 30 %(google chrome is open along with some documents on microsoft edge). i cant seem to attach the picture here.

What is the cpu speed (GHz) when this happens? Is the cpu being throttled?

normally its at 0.98GHZ up to 1.7GHZ but during spike or after it was around 3.1 to 3.4GHZ. I am not quite sure if its throttling or not.

It looks like a random heart attack where, if i do anything like, changing to the next tabs or typing this message or just moving my mouse, i can see CPU utilization jumps for a second before calming down.

That looks ok, it must be something else.
