Croped applications issue windows 10

I have problem, applications are blured, croped(for example blue area) and when I want to click for example "metadata" button(red area) I have to click below(green dot). Only fullscreen mode help me, but not every app has fullscreen mode. What I have to do? Thanks!

check the resolution settings on desktop in display settings, see if they match actual screen size
