CS:GO Suddenly running under 1FPS?

Hi, I have been playing CSGO on my computer I built a year ago for quite a while, however, I opened it one time and when the game reaches the second loading screen I suddenly start getting under 1 FPS and I cant even navigate the menus to get myself in a game.
Task manager tells me that everything is running at around 20% load, and no unnecessary programs are running in the background.
I have reinstalled the game numerous times, to which I got the same results...
I didn't know whether to post my issue on these forums or the game forums, however I suspect it is more a hardware issue than a software one.
Any help would be much appreciated.

Post on the game's forums as well, it could be an update to the game broke its compatibility with some part of your computer.

Check your temperatures as well.

It is propobaly some software, keeping it from turning on, or a bug in the game.
