Cursor permanently loading when i right click

I know people have made threads about this before but i still haven't found a solution. So, when i right click on my desktop my cursor turns to the blue loading circle and never turns back. I recently hard reset my PC, but before the reset this has never happened before. Before the reset I only had games like Overwatch, and Block Ops 3, and after the reset I downloaded only the same stuff. I have read of restarting windows explorer but nothing happened. Any help?

Edit:
I just hard reset my pc and it is still happening. When I do right click, the cursor loads for about 3-5 min before the menu pops up. Still no idea what is happening.

Try this:
right click start button
choose powershell (admin)
type SFC /scannow and press enter
once its completed, copy/paste this command into same window:
Repair-WindowsImage -Online -RestoreHealth and press enter
SFC fixes system files, second command cleans image files, re run SFC if it failed to fix all files and restart PC

is boot drive ssd or hdd? did you make sure you have latest drivers for motherboard? older drives might slow down response speeds.
