Question Custom PC fails to boot anything (DVD, USB, SSD)

I have a custom build PC that is failing to boot anything. Initially I thought it was a problem with Windows on the SSD. However, if I move said SSD to a brand new PC, it loads Windows and boots without any issues. On the custom PC, I have changed the boot priority to check for USB drive first, DVD drive second, SSD last. However, when I try to boot the bootable USB with the install ISO for the OS it skips right over it. I tried burning the ISO to a DVD to boot that way and it skips that too. It tries to load the OS and blue screens. Again, if I move the SSD to another PC, it boots Windows absolutely fine. I have confirmed the USB does boot fine in another computer.

SSD 480GB PNY CS1311 (added as primary OS volume in 2018, no other disk drives)
Blue-Ray DVD drive
DVD-Drive
16 GB RAM DDR3 PC1600 (just replaced all 4 sticks to test if this would fix)
Intel Core i3 550 3.20 Ghz
MOBO model:
GA-H57M-USB3 (rev. 2.0)
