Question Deep cool DA500 for benchtop

I bought a second-hand da 500 to be used for 12 volt Auto benchtop testing but I have no power output.
Should it work not connected to a PC?

How do you start the PSU? You have to connect pin 4 and 5 with a paperclip or smt.
