desktop freezes during format

I have a desktop with windows 10 installed, before a week it starts freezing during stratup and sometimes open without mouse. After a week it does not open at all. It keeps freezing at windows logo screen. I place another hard disk and i try formating it but when i begin the proccess it freezes no matter what operating system i tried (windows 10, ubuntu 16.04)

Try running http://www.memtest86.com/ on your ram. will need to make USB/DVD on other PC but its bootable so don't need windows to run it.

Check ram, freezing during install is normally hardware. Not hdd since you tried two.
