Agreed. It's been shown (especially in an ep that never reached
American broadcast waves) that Pokemon and pokeballs travel through
human-built networks at times. For instance, when a trainer catches
a seventh pokemon, the corresponding ball goes *somewhere* while
transitting to storage; the network is that medium.
In that city, the local network relies on the power system. Its
controls are a bit more intrusive than absolutely necessary - you don't
really need to have the network control when pokeballs can open and
close, in order to enforce the "no trainer shall have more than six
pokemon at a time" rule - but they are a lot more concerned about
security than most places. (One wonders what might happen to Ash if he
hung around for a while after everything was restored, if he did not get
his passport back.)
