How to create developer api with php & javascript for my community site from scratch? please solve my problem, thank you

What is your goal here? What do you aim to do? I think you might be using the wrong term, you wouldn't exactly want to create a brand new API just for making a community site. Need more information!

If you're asking these questions at all, you're better off using something like Wordpress or Joomla to create a community site, they have plugins and such which will make the process altogether easier, and you can edit them anyway as you like, tailor it to your desire.
