DG31PR motherboard not starting

Hello,

I am trying to build a computer for the first time. The components I have are:
_DG31PR motherboard
_Intel Celeron SL9XP 1.6 GHz
_2x 1GB DDR2 PC2-6400
_ 680w power supply (cheap apower ak series)

No hard drive, I want to run Ubuntu on a usb drive.

When I start the power supply, the led of the motherboard turns on, the cpu fan starts and stops after 2 seconds. After, nothing happens. The led stays on. No signal is on the screen. If I press the start button, the cpu fan starts during 2 seconds and stops after.

I have performed all the regular verifications for troubleshooting first start issue: reseat memory, remove and replace the battery, checked the power supply connections, reseated the cpu. Nothing works.

The motherboard does not makes any beep. If I remove the memory it makes three beeps, which is normal.

I have read the motherboard manual but I cannot figure out what is wrong.

Do you have any idea of what could be the issue?

Sometimes on motherboards, you don't know which bios is running, but usually there is an sticker around PCIE and under RAM slots, if not then its guess.

Which ram are you using with chips on both sides or on one side?

Does it stay on without RAM?

Hey I purchased a desktop computer with a dg31pr mobo and it won't start..power supply works changed cmos. There is a discolored p-160 on the mobo could this be the cause?
