Dial Failed 720

Hello Friends.
I use window 8.
I cannot connect with my modem to the internet as I always get this response DIAL FAILED 720.
This modem works perfectly well with other laptops.
I have tried resetting the TCP/IP and yet no luck.
Can anyone help me please?
