Difference between 6950 and 6870

well i just built a computer for gaming and my brother said he wants to return the 6870 and get the 6950. he said he doesnt mine paying the extra $30 for the gigabyte 6950 OC edition because he just wants the best card he can afford. We have the 6870 gigabyte right now. so how many more frames would i get?

Asrock extreme 3 gen 3
Core i5 2500k stock cooler
gigabyte 6870 (915mhz)

OCZ 650w PSU

but we only have a 30 day return and that comes out in the summer? and wouldnt it cost more?
