Disabled keyboard on startup

After bios startup, before windows load, keyboard and mouse are disabled. I can not boot from CD or start safe mode.
I have W xpsp3.

I believe that some motherboards will only recognize a PS/2 keyboard at boot time. Yours may be one. It's possible that a BIOS update could fix this, or there might even be a setting in the BIOS (try enabling USB legacy support), but you're going to need a PS/2 keyboard to get at it.
