Question Disk goes to 100% usage during downloads

I’ve been having problems with my disk drive usage spiking to 100%. At first, I thought the issue was with the drive itself, so I bought a brand-new 1TB Samsung SSD, thinking it might fix the problem, but it didn’t. I’ve already reinstalled Windows using installation media, wiped the drives, and I’m still experiencing 100% disk usage, but only when downloading stuff.

I’ve noticed a difference depending on where I use my PC. When I’m at work, it doesn’t always hit 100%, though it sometimes does. The main difference seems to be internet speed: at home, it’s over 100 Mbps, while at work, it’s only 3 Mbps max.

I’m starting to think it might be a motherboard issue. Any tips would be greatly appreciated. I don't know how to post a pic on here for a example.

List specs of your system.
What model drives are you using?

If possible, make a screenshot with Resource Monitor, when 100% disk usage is happening.
Open Resource Monitor,
switch to Disk tab,
find Disk Activity section (not Processes with Disk Activity),
order Disk Activity section by column Total,
make File column fully readable and
make a screenshot.
(upload to imgur.com and post link)

It should look similar to this:

When you are downloading, it's writing to disk. Makes sense to me.

with an SSD it should not hit 100%. even a slow one can still keep up with 100 Mb/s connection.

what else is that drive doing at the same time? trying to play a game from it, while playing videos, while downloading can def start maxing out the drive.

it's always been a good idea to use multiple physical drives if you need it to do more than one thing at a time. with spinning disks it was a must, but it is still a good idea even with fast ssd's. they do have limits and you can hit those limits asking it to do a bunch of things at once.
