Disk not showing correct size?

Hi. I have a question, which is maybe obvious to most of you, but it goes like this:

On the label of my IBM DTLA-307045 it says Capacity: 46,1GB.

But properties in windows explorer says 40,9GB.

Why is that there is such a difference. Have I not correctly installed my HD, or are they using different measures?

Any replies too this question would be greatly apprectated.

May be due to formatted capacity. Plus, note that 1kilobyte=1024 bytes.

Windows will always show usable space, while the drive is always given by physical size. The difference is all due to formatting.
