Question Do I have enough PSU overhead for a CPU upgrade?

So I'm looking to upgrade from my i5-13400F to either an i5-14500, an i5-13600KF, or an i7-12700KF (still haven't figured out which to go with) in order to relieve a CPU bottleneck with my RTX 4070 Super, but I'm not sure if my 650 Watt PSU has enough overhead to safely upgrade the CPU.

My specs are as follows:

RTX 4070 Super
i5-13400F
32GB 3200Mhz DDR4 RAM
1080P 180Hz Monitor
Gigabyte B760 DS3H AC DDR4 Motherboard
650 Watt PSU


PC Part Picker says that with the i7-12700KF (the CPU with the highest wattage out of all of them), as well as my 4 case fans, 5 SSDs, and the CPU cooler, it should all add up to 588 Watts, but PC Part Picker is only listing stock power limits (190 Watts max) for the i7, and while looking at a CPU review video for the i5-13500, the reviewer said the stock CPU power limits on the 13500 needed to be increased for it to reach its advertised speeds.

Is this actually necessary to do, because if so, I'm not sure if I have enough overhead at 588 total watts on a 650 watt power supply to safely increase the power limits. Would a 12700KF (or any of those other CPUs) be enough of an upgrade over my 13400F that I could just keep the stock power limits in place?

A 650w PSU is a little bit close to the limit with a 4070 Super. I think you'd have no choice but to move up to a 700-850w unit, like maybe this beQuiet! https://pcpartpicker.com/product/4X...ertified-fully-modular-atx-power-supply-bn505

You wont really get a monstrous performance increase with any of those CPUs. Maybe an i7 14700K would be a noticeable step up. So is it worth it? Seems like an expensive upgrade.
I'm honestly not looking for a performance increase, I'm really just concerned with dealing with the bottleneck. If any of those selections will relieve it, I could just go with the i5-14500 which has the same TDP as my current CPU, that way I won't have to change out the PSU. Just not entirely sure at the moment whether it will actually help with the bottleneck. I've also considered jumping to 1440p and just not worrying about changing components at all.
 
I decided to go with an i5-14500 since it has the same TDP as my 13400F, that way I can keep my current PSU until later when I've saved up for an upgrade. I'll also be upgrading the monitor later on as well, so I can take full advantage of the graphics card.
