suggest a good mobo for 3400mhz under 150 usd. Do i need a cooling system for this graphic card? Will the stock cooler of the processor be good? I neither render nor overclock

Cooler is not needed, as your R2600 comes with one.

No, you don't need a separate cooler for GPU. It has it's own too. Getting 3200mhz ram will do just as well as 3400mhz. You should choose the mobo first, then select the ram based compatibility with your mobo, instead of getting ram, and figuring out which mobo it will work on.

You didn't mention your case and case-fan configuration. No cooler is going to be any good if the inside of your case is too hot.
