i am building a pc and i was wondering if i need a 8 pin motherboard instead 4 pin for this cpu amd fx 8300 also TDP is 95W

These are the ONLY motherboards I would consider using with that CPU. Others might show that CPU on the CPU support list, but it doesn't mean that they will work well or that you won't have thermal or VRM isssues.

(Be sure to check when looking for a motherboard that any of the models shown below are either 990fx, 990 or 970 chipsets. A Z170 Extreme6 for example, is not going to work with your FX processor, so, in this example, you want to look for the 990/990fx Extreme6.)

GA-990FXA-UD7
Extreme6
Extreme9
Fatal1ty 990FX Professional
Crosshair V Formula-Z
Sabertooth 990FX R2.0
GA-99FXA-UD5
MSI GD80V2
M5A99FX PRO R2.0
GA-99FXA-UD3
MSI GD65V2
990FX Killer
Extreme4
M5A99X EVO (R2.0 as well)
GA-990XA-UD3
990XA-GD55
GA-970A-UD3P
M5A97 or EVO or PRO (R.2 as well)
GA-970A-UD3
970 GAMING
970A SLI Krait (USB 3.1 supported)

i found motherboard with chipset 970 but its have 4 pins for cpu
can cpu work with 4pins?

If the motherboard model is not one of the ones I posted above, then you are going to have problems running ANY 8 core FX processor with it. As I said, it doesn't matter if it lists the CPU in the CPU support listing or not. It also doesn't matter how many EPS connectors it uses. If it's not one of the boards I listed I would avoid it and not waste my time or money. Those are the boards that will work well with an FX 8 core processor.

Also, your power supply is horrifically bad. I wouldn't even CONSIDER trying to run anything using that power supply. At all.
