Does Amount of Power Affect CPU Performance?

So if you have seen my most previous thread you would know why I'm asking this most likely! If you havent I'll explain...

So about two days ago my gaming mobo fried out! My gaming mobo had an 8 pin CPU Power Connector, but my old/backup mobo (the one im currently using) only has 4 pins. GTA 5 never lagged on my gaming one, but now it will lag pretty bad to be exact 15fps! So I was freaking out then realized that of course this mobo only has a 4pin connector, and obviously my CPU gets less power and screws up under load. And my cpu is an AMD FX8370 and it uses a hell lot of power. So what do you think is it power related?
 
Power does not affect performance at all until there's not enough of it. If your board's power is inadequate to run the FX at full clockspeed, it'll slow the CPU down. You can verify this by monitoring clockspeed with something like CPU-Z while your game is open.
