Does formatting a PC remove all keyloggers, malware, etc.....?

Hi everyone!
I was wondering if someone could help me!
here is the thing:
Last week my steam account got hacked. a random guy sent me a link and told me to download an app from that site. I was stupid and did what he told me. after downloading that app I had to run it. and I did that too! once I did that he hacked me and changed the password and the email. he also logged in to my email.

2-3 days later I formatted my PC, and reinstalled windows 7.

So my question is:
Is my PC now clean form all these keyloggers, malware, or whatever I just installed? and is it ready to use?
Is there anything I have to do before I start using the PC? because I don't want to get hacked again!

I heard about someone who got hacked, and he restored his PC to factory new setting, then he got hacked again!

Please help me!

A low level format may work, but it may not.

A better idea is:

Run DOD wipe, then run

fdisk /mbr

That re-writes your master boot record.
(Thus overwriting any boot sector viruses)

then run fdisk to delete all partitions, then
recreate the partitions.

Then start reinstalling you software.

I did already format my PC a week ago!
If I Run DOD wipe, then run fdisk /mbr right no, am I ready to go, or do I have to format the PC and reinstall windows again?
