does non overclocked i5 4670k bottleneck 2 gtx 1080 at 1440p 144Hz?

In most cases no. However a handful of games will bog down your CPU and game if they are heavily single threaded. Overclocking helps

No it will not, however it may struggle in more CPU bound titles like GTA V.
Given that you're going 1080 SLI, a 4790k upgrade may be what you want to aim for in the foreseeable future, although an overclocked i5 would be perfectly fine.
