[SOLVED] Does motherboard nowadays does not turn on without a CPU?

I am building a new PC right now.
Bought a brand new Gigabyte B550M Aorus Pro.
I have my other stuff except CPU, has not arrived yet.
I try to plug everything and turn it on.
A white led blink when I plug on the power, but it does not start at all.

I try to take everything off, just motherboard + PSU, still the same thing.

So yea, does this motherboard died or motherboard nowadays does not turn on without a CPU?

Because I have this super old LGA 755 motherboard and it does turned on with just motherboard + PSU.

My last build was back in 2017 I think and I believe motherboard would turned on without a CPU.

UPDATE:
My CPU just arrived, then I plug it ion, and it works, the system running just fine :)

The motherboard will "turn on" only in the sense that power go to various components or installed devices.

So therefore, LED's may light up, hard drives will spin, fans turn, etc..

But without the CPU the motherboard is not a computer (PC) yet.

thanks for the reply, but yea sorry maybe I need to define "turn on". I mean, triggering the PSU to start spinning. Do I need a CPU to do that? My old motherboard triggering the PSU to spinning when I trigger the power switch.
