Does motherboards cpu power supply have anything to do with usb ports ?

Just asking since i dont know about this thing, but i dont get enough power for my usb ports but im curious is it cause of i have 4 pin plugged to the motherboard instead of 8pin ? Or could it be psu cause its getting old( i think it is about 7-8 years old? i bought the pc used from friend and been updating it since, but i wouldnt want to get rid of the psu since its 850w even though i would need max of 650w :) ) and to add on this it happens especially when i plug my usb hub(has its own power) and it is connected with mouse,keyboard,wheel setup,joystick and one more which i cant remember.

Also here are specs if someone needs it:
MB: Z87-K
CPU: I5 4670K
GPU: GTX 960 STRIX 4GB
PSU: Chieftec 850w-14c
3x HDD
RGBs and stuff 😛
 
Okay, thanks. So the reason why i ask this is because i do run out of power on usb ports since they start to disconnect reconnect after about 1-2hours and i have tested this many times and proved that it happens when i plug in my usb hub etc on the same time as my other stuff. And im kind of asking is there anything i could do to fix this issue since its litle bit annoying to plug/unplug stuff all the time(also the usb hub has its own power).
