Question Does overclocking CPU increases RAM compatibility?

I have 2× E5 xeon2630v3 2.4 mhz on a unknown chinese mobo with 4× sticks of ddr4 3200mhz( reduced by CPU to 1600mhz)
If i overclock my CPU to 3.2 mhz will it support 3200mhz and not reduce it?

cpu clock has nothing to do with memory speed

Where are you seeing 1600Mhz being reported? This may be normal as some tools/apps measure DDR differently. 2x1600=3200
