I just paired a RTX 3060 12GB with a Ryzen 5 3600x, 16GB RAM DDR4, and ran a 3DMark Time Spy test. My GPU scored 8,235 and my CPU 6,607. Will the GPU bottleneck the CPU or vice versa? Would it be worth it to get the Ryzen 7 3700x, or is this build okay, considering that I only play in 1080p at ultra settings with a 144hz monitor?

Having different scores in the test for video card and CPU is perfectly normal. I would not bother changing the CPU, would be a waste of money for almost any game. Higher settings are refresh rate is almost all based on the video card speed once you reach a certain level of CPU, and the Ryzen 5 you have would be fine for games.

Make and model of your motherboard? BIOS version for said motherboard? Model for your ram kit? Slots populating the ram slots on motherboard? Make and model of your PSU and it's age?

MoBo: MSI B450 Gaming plus Max, BIOS version H.00 (2019)
RAM: 2x8 Corsair Vengeance RGB Pro.
PSU: Corsair CX 650M, 2 years old
Liquid cooler: Corsair H8Oi v2
