Download speed capped on new PC

Hi I built a PC recently with an Asrock H97M Pro4 motherboard that has an Intel I218-V ethernet NIC. All of my downloads so far on Steam and another on uPlay have been capped at 5.0 mbps and a speedtest stays at 5.00 to 5.50 mbps during the download. If I stop the download and do another speedtest while downloading nothing, my download speed goes up to around 41.0 mbps.

I don't know what's capping me at 5.0 mbps

So far i have rebooted my router, updated my NIC's drivers, uninstalled NIC's drivers and reinstalled them. I do not have wireless. Any Ideas?

Steam report MB/s, not Mb/s. Multiply by 8. 5MB/s = 40Mb/s

Network links are rated in bits per second because networks have no concept of bytes. File transfers are rated in bytes because files are composed of bytes.

Not sure if this will work for you but go to 'device manager' then go down to your network adapters. right click on the relevant adapters or controllers (be it wired or wireless) and click on properties. go to the advanced option and down to "speed and duplex" now on the right hand side it will most probably say 'auto'. If you change this to 100mbps full duplex.. This might unrestricted your speeds. If 100mbps didnt work i found just playing around with it changing to 10 mbps then back up and keep using speedtest. you might get different results.

After changing these settings the only thing that changes is my speedtest results. I would get 40.0+ on 100 full duplex and around 9.0 on 10 full duplex. My actual download speed in Steam would still be at 5.0mbps capped on either one.

Hey Kewlx thanks for answering.

Ah I see. However it doesn't seem to be downloading that quick if it were actually going that fast. I've downloaded with this internet before and have seen 12.0MB/s and higher on Steam and other platforms. Wired

I'll use pictures to clarify.

Speedtest when not downloading:


Downlading on Steam example:

It just stays at 5.0MB/s. sometimes 5.1MB/s but it'll go back to 5.0MB/s or lower anyway.

Reminder that it is at 5.0 for EVERY download. It's not just Steam. It could be a torrent, a download through the browser, Internet Download Manager, Origin, uPlay and etc.
