Downloading problem through mpls vpn

I have a MPLS VPN connectivity head office to branches
The problem is when ever downloading a file from internet
(Internet is routed VIA mpls vpn) some times it is downloading some timeas i is not downloading but browsing is working fime.

Can you PLZ he me

Internet downloading is being limited by a network engineer or the MPLS line is saturated.
