DRAGGING AND DROPPING TRANSITIONS

When I try to drag "transition" frames to the appropriate space between
pictures on the storyline, I am immediately taken back to my desktop once I
have dropped the transition. It used to work; but now doesn't. Why?
This is for Windows Movie Maker.
