There is a flask on the bottom of the lake that you need to open. I just
went south, held to the left a bit and there was a place to the right
somewhere. Maybe I got lucky, I got it in one go

The other quests are also not as hard as it seems on thottbot. There
actually are air bubbles off the coast with the ship you can use. You
don't have to nearly drown and open a portal to Moonglade underwater.
You can also do this quest with someone else, but there is not much
point since it is easy to get to both places. I traveled in bear form
towards the middle of the Venture Co pool expecting to die there, but
that didn't even happen

I heard rumors somewhere that aquatic form doesn't like bubbles. So keep
a check on your air supply if you are near them.
You get the quest in your mailbox when you reach the appropriate level.
I think you need to go to Thunderbluff (cheapests is to teleport to
moonglade and fly from there).
Ah, *spoiler*, you need to talk to the two race's flight masters. I also
talked to half the population in Moonglade before finding this info on
Thottbot or something ;-) But my party member (also druid) didn't feel
the need to talk to them and got the form just fine.
Guess not much of this is much use to you since you're a Night-Elf..
Which my character could talk to you though :-(
Oh, the ship is off the coast at the border where you start getting
fatigue problems. No need to swim any further than that thus..
