I have 2 hard drives with Win 98SE on both and a cd-rom. I would like
to put both in one computer and have an option when starting up the
computer to which one I want to use. I don't want to lose any
information or change anything on the drives. Is there a way to do
this? Which one do I have to set to master, slave, etc. Thanks.

If your motherboard supports booting from more than one ide device I
would set them both to 'cable select' on the same IDE cable and then
press the appropriate key at startup to select which HD to boot from.
