I have a RTX 2070 since January 9 2019 and it is starting to act weird. What are the odds for a new RTX card of dying with less than a year old and with no overclock at all?

Looks like VRAM failing. It can happen. Start an RMA process with your seller.

I would also take the opportunity to upgrade the PSU to decrease the chances of something like this happening in the future; that's a very low-quality power supply to be paring with a $500 GPU.
