Disabling the Virtual memory might make it worse or not allow you to launch the application.
I wanted to see what happened, If you have a friend with a 16 gb ram kit I suggest you try it and see if it works.

I can't Guarantee that it will help but it's a troubleshooting step i suggest.
The OP didn't think Windows 8.1 would solve his problem but it did...

well, found no solution for Windows 7 so i just installed Windows 8.1 on another HDD (my laptop's HDD) and plugged it in on my desktop.. so the game works fine, no surprises there..

I saw something very similar with Borderlands 2. I found out what it was though.

I often use an internet dongle for internet connection. It turned out that using a USB internet connection was the issue. The moment I unplugged the USB dongle, the issue went away.

Still monhts after I came back to install this game for which I gave 55euro ... with all the new patches ect ect .. the game still stutters no matter what.....

2xgtx970 sli, 16gb ram, CPU fx8350 @ 4.2ghz , SSD 240gb + 500 gb HDD Some people with AMD cpus don't have that problem .. i guess it is something with dx version or maybe the copy of win7 ... currently on win7 ultimate genuine copy !

Well, that's a nice opportunity to upgrade to windows 10. Mine solved after going from windows 7 to windows 8.1 . No idea why it happened though..

I just thought. Isn't Dying Light done by the same developers that did Dead Island? Dead Island had a micro-stuttering too, and the temporary fix was easy. You had to do it every time you played, but it's only ten seconds to do, so no issue.

Try it then. Go to control panel>keyboard>click the 'Repeat Rate' slider, and drag it to 'Slow'>click apply.

Play game.

When finished return 'Repeat Rate' back to 'Fast'.
