Is there a way to look at a weapon and tell the level you need to be to use
it? I would hate to sell a looted item if I could use it next time I level.

The determining factor is your skill level with that type of weapon.
Examine the weapon and look for the skill level needed to use it. After
that go to the EQII menu, pick skills and look at your current and
potential skill level for that type of weapon.

Assuming you have the skill that is listed, take the Required and
divide by five. If a weapon has a required skill of 150, you can use
it at level 30. If it is 153, then you can use that weapon (or spell,
art, etc) at 30.6.

Yes, although, if by "level" you mean XP level, only indirectly.

Right-click the item and choose Examine. The skill and levels required to
use and master it are listed there.

Compare with your own skill list (press L). Unlike the skills you have to
practice (e.g. Defense), these ones (e.g. Great Sword) increase
automatically as you XP level, but I don't know the formula. Maybe someone
else here does?

At last it should be easy enough to tell if you're close or not.
