error message

Archived from groups: microsoft.public.windowsxp.general (More info?)

Started having this problem a few weeks ago. Whenever I click on a setup
file to install software,I get an error message that
C:\DOCUME~1\DEFAULT\LOCALS~|TEMP.DLL could not be opened and then I cannot
setup my program.
Could anyone help?

Start | Run | Type: %tmp% | Click OK |
Delete everything in the right hand pane.
