Question Error When Installing .NET 3.5 "Access Is Denied"

I Have This Issue With Installing .NET 3.5 Heres a Screenshot

Im on Windows 10 Ghost Spectre .I Have tried Every Possible Solution Like Like Doing It From Control Panel Downloading The .NET 3.5 Itself and many more .When i try it install it first it says "Windows Needs Some Files From Windows Update" So I click download and it gives me this error So I Check The windows Updates And There Is a Cumulative update for .NET 3.5 But when i install it either it gets stuck at 45% or windows updates says this

some times it gives the error code 0x0070005 same as the one in .NET 3.5 .Have tried Doing it From Ghost Toolbox Doesnt Work and also tried every fix for this updates error aswell .I need .NET 3.5 for 7tsp GUI which needs .NET 3.5 if i try it without it will say "Sorry 7tsp Only Works On Windows Se7en" Im on a z600 workstation if that helps

Have you tried installing it in Safe Mode?
Try the offline installer, and alternatively boot into safe mode with networking to download updates and then install.
You can also try the windows 10.iso and usr the DISM repair/ install method to install .net 3.5 on the command prompt.
