Question Ethernet Connection but slow upload speed

Hello it is my first time posting here. I have internet through at&t and I'm supposed to have at least a 10.0 upload speed but even with my pc hooked up to ethernet I still can barely get over 1.0 upload speed. Trying to figure out why that is. I've tried several suggestions from other posts but nothing has boosted it so far.

I'm using a ARRIS BGW210-700 Modem from at&t and my pc is: iBUYPOWER Gaming Computer Desktop PC AM005A AMD FX-8320 8-Core 3.5Ghz (4.0Ghz), NVIDIA GeForce GT 730 2GB, 8GB DDR3 RAM, 2TB HDD, Win 10 Home. If you need anymore info I can get it for you.

Is this the only device with a problem? Or consistent across all devices in your home?

If consistent, the problem likely sits with the router &/or ISP.
If this device only, try updating your NIC drivers.

It's mainly on my PC. What's weird is without an ethernet cable I get almost 1.0 upload speed but with it I still only get almost 1.0. Just don't get why it says through at&t 10.0 is the top I should get and I can't get over 1.0.
