So i'm living in a dorm/hotel and there's an ethernet plug in the wall, i plugged to my pc directly and also tried to use a fast router in between the both and still get the same result.

The ethernet status says it's 1 gbps but all i get is 10mbps, i know for sure that the speed from ISP is at least 100mbps, since other people I've talked with had higher download speeds than mine (1.3 mb/s on my pc and 11-12 mb/s on their devices). Even wifi is working around 100 mbps on my phone when i do the speed test it's fine there.
Mobo: Gigabyte b450 gaming x with 802.3 network adapter, Realtek Gaming GbE Family Controller (latest version 10.63.1014.2022)
Running windows 10. 19045 enterprise x64 (fresh copy, was same problem with the version before this)

What i did so far:
- unplugging, restarting, clearing circuits
- used different cables, checked their insert points, all straight, the plugs on both sides are not damaged
- updated network drivers, manually removed them and manually reinstalled (also automatically through windows)
- tried all settings for duplex - from 10mbps to forcing 1gbps and also auto negotiation
- tried disabling auto disable gigabyte and LSO and all that
- i tried to run all the commands to flushdns and scan for corrupted files and disabling auto tuning
- i removed vpn, disabled proxy, energy saving
- updated bios
- tried to reset network from windows settings
- checked the colors on the motherboard ethernet port, all according to manual is working
- tried netsh int tcp set global autotuninglevel=normal
- used the troubleshooting option from windows- no issues detected
- downloaded Realtek diagnostic utility and ran the tests, all good no trouble
- Updated windows
- I dont have any other anti virus except windows defender, i turned it off and on but no improvement
