Question Every device in my house is stuttering. Even with a NEW PC

So for awhile now I've been getting these stutters while my PC is somewhat under load. For example when I am scrolling down the comments, when I watch a video with a high resolutiuon, or when I play games(also offline games).
I firstly though it was my PC, because it started a few hours after I did a BIOS update and installed a new GPU. SO I started switching out the components, bought literally everything new exept the Case, Cooler and fans. I even switched my monitor. I tried disconnecting everything what is useless.(Ethernet Cable, Headset, second Monitor, ...) I installed Windows on the new NVME SSD.
I even tried Ubuntu. BUT THE STUTTER ARE STILL THERE.
Then I found out that all the other devices in our house are also stuttering(or spike I dont know the difference between all these) For example my Smartphone, Laptop, second PC.
I wrote a lot with the Nvidia Support and the Intel Support and the Intel Support wrote me that it is maybe the power in our house that causes the issue.
Does anyone know what I should do know or what I should try now?
I need every help I could get. This issue is driving me insane. I get headache after looking on my screen for like 10 minutes. Before I often played 10 hours a day without seeing or feeling anything.
Pls if someone has any idea, respond. Thank you a lot in the forward.


New PC specs:

CPU: Ryzen 7 5800x
GPU: RTX 3080 FE
RAM: 32GB Crucial Ballistix MAX 4000Mhz
SSD: Samsung 970 Evo Plus 1tb
Motherboard: Asus Rog Strix x570 E Gaming
PSU: Corsair RM1000x

new Monitor: Dell AW2721D

Which ram slots have you populated on your motherboard? Yes if you power from the wall isn't clean, then your PSU will take care of it but if the PSU itself is compromised, then it's possible that the PSU is incapable of rectifying the flux in your power. If all devices are exhibiting the same issue, then the common denominator is the power source in your residence.

On that note, what OS version are you on? BIOS version for your motherboard?

The 2nd and 4th as it stands in the book of the motherboard (on both PCs). I bought a new PSU twice. (I bought stuff tested them and send them back again). Currently im on Windows 10, but the sutter also occure on Ubuntu. BIOS version 2606 on my new motherboard.
