Question EVGA 1070 artifacting and low power draw ?

i recently bought an EVGA 1070 and I'm having some issues with artifacting and low power draw.

90% of the time when i boot it starts artifacting on the Windows loading screen and when i get into windows device manager it says "error 43" and is in a low res.
the other 10% of the time it boots fine everything seems ok and you can play games fine (game occasionally crashes) but the card only draws about 60w and performs a lot worse than it should.

I have tested vram with mats and it always passes so I don't think its that, ive also reflashed the vbios which didn't help.
I imagine the low power draw and the artifacting are related.
any help would be appreciated

i believe the driver was 528.49
and my psu is 500w I have my old rx 580 in at the moment and it runs at 140w with no problems

If you are getting artifacts while still in VGA mode I would say you were sold a defective gpu.

That I couldn't tell you. It would have to be opened up and looked at for any obvious signs of trouble to address or fix.
