Experiencing some startup issues.

Hello, today I got my motherboard back from rmaing it (old power-supply fried the RAM slots but i have a new one) I dropped it in and i got a beep code, 1 long 3 short and my RAM light light up. So i moved my cards around and i tried again, this time i got a single short beep code then about 5 seconds later two very fast beeps. So i moved my RAM around again and now no beep codes at all. My case fans spin, the green power light lights up, my CPU fan spins and so does my PSU fan but it only spins once. I can also here my hard drive spin up along with my disk drive but nothing else. Can anyone help me?

specs:
Asus m4a87td EVO
amd phenom II x4 965 Black edition
nvidia 8400gs
Corsair HX 750
Gskill ripjaw 8gb (4x2) 1333

first have you reconnected the power to the video card (if needed)

if you can it might be necessary to remove all ram and test each stick individually since your old psu fried your ram slots its possible a stick was damaged
 
it may be worthwhile to reset the bios on the motherboard, since this was an rma, did you recieve a new motherboard or a refurbished motherboard, if not new the cmos could be one cause of an error like your having,

it may also be related to your video card not being seated fully in the board just something to double check.
 
I figured it out! well basically long story short i bent three pins on my cpu, but i bent them back and my cpu goes in the slot without any issues, will this harm my motherboard if I turn it on?
