fast internet but buffering on mobile devices and PC

Fast internet but video buffering sometimes on my PC and quite a lot on mobile devices?

70 D/L 20 U/L 30ish ping on pc and 50ish D/L 14 U/P on my phone

Also noticing that when i start BF4's server browser, all the pings are really high but
seem fine after i reload the page. In game i've noticed jurks which feel like internet interruptions but its only on BF4 that i'm aware of

my pc is connected via Ethernet and buffering only occurs when trying to watch higher res videos

I have 2 PCs connected via Ethernet and 2 TV streaming devices via Ethernet but I haven't had any issues with the TV streamers

Its rather difficult to troubleshoot these situations due to the possibility of it being server side, client side, etc how long have you been experiencing this???

Every since changing my internet to full fiber

I have a phone line extension to bring the router into my living room,
could that be the issue?
