The IBM 75GXP series has the fastest data transfer rate: 37 MB/s. I believe that it's seek time is rated at <8.5ms. I don't know of any with a <8ms seek time. My suggestion would be to go with an IBM 75GXP.

I just did a quick search of the major HD makers (WD, Maxtor, Seagate, Fujitsu) and found that Seagate Barricuda drives had the lowest seek times at <8ms. All the rest of the drives I looked at had <8.9ms or greater seek times. the Seagate drives don't fit your criteria though because they are only ATA-66 drives. So I still say go with IBM.

I'd suggest you the IBM DeskStar 75GXP. It's THE fastest IDE drive available for now. Though, you don't require the ATA100 transfer rate, but it is nice to have. Also, you must see if you are ready to pay more for that performance.

Quantum, Seagate and Maxtor also offers great drives, for a lower price.
