Fighter or Ranger route for dual wielding Weapon Master?

That depends. Either works well, since fighters have more than enough
feats to take Amb, TWF and ITWF along with the WM pre-reqs. Fighter is
the only way to go if you want to build a STR-based tank, since rangers
are limited to no or light armor in order to dual wield. If you are
going to build a high-DEX finesse fighter, rangers have some nice class
skills and bonus feats (esp. Favored Enemy) plus a spell list for some
buffs.

Question about this: Is it possible for a ranger to take AMB and TWF,
and then be allowed to wear medium or heavy armor without losing the
bonuses? I know he would lose the 'dual wield' feat, but not the actual
ability if he had the right feats, right?

As far as the light vs. heavy armor goes were talking about 5 points, right
(stud. leather vs. full plate)? I think the max DEX bonus would almost
cancel that out. Is there better enchanted full plate then enchanted stud.
leather in the OC?
Also remember that you would need to give your fighter a DEX of 15 to get
the Amb. feat, thus hurting your uber STR score. Unless you want to make him
dumb as a brick, or dense as a fog (maybe a slight exaggeration 😎.

Yes, but if you 'plan' to do this just go with a fighter from the start.

If you want just one non-WM class, fighter--you'll be about eighteenth
level before you can take your first WM level if you're a ranger.
However, ranger/Champion of Torm/Weaponmaster is also a possibility.

Actually a WM can't be too dumb, since the required Expertise feat
needs INT 13+. A WM can sacrifice WIS and CHA.
