File Access Denied when I am the Admin and Owner of the file.

I'm trying to edit a file within the C drive, specifically in System32, however when trying to edit, I receive a File Access Denied message. I built this PC in 2014 and I am the only user/admin on it. Searching online, most common thing I am seeing is an issue with the owner of the file. However looking at it, I am listed as the owner of the file. I have added screenshots of the error, the permissions, as well as the owner of the file. Any suggestions or any ideas as to why I can't edit this file, and how to fix it?

Also, sorry if this is the wrong location or anything to post this. First time posting, and I have searched everywhere for a solution on this with no luck. Please let me know if this should be elsewhere.

I'm trying to edit this file from .cpl to .old. Reason being, basically to fix another issue (Issue with Panda security, resolution is to change that file to .old.) so renaming. I had tried running as an admin, with no luck.
