File Access Denied when I am the Admin and Owner of the file.

I'm trying to edit a file within the C drive, specifically in System32, however when trying to edit, I receive a File Access Denied message. I built this PC in 2014 and I am the only user/admin on it. Searching online, most common thing I am seeing is an issue with the owner of the file. However looking at it, I am listed as the owner of the file. I have added screenshots of the error, the permissions, as well as the owner of the file. Any suggestions or any ideas as to why I can't edit this file, and how to fix it?

Also, sorry if this is the wrong location or anything to post this. First time posting, and I have searched everywhere for a solution on this with no luck. Please let me know if this should be elsewhere.

What are you trying to edit it with. Run that program as admin. Eg if I want to edit something in text with wordpad or notepad and its in a windows folder I have to run wordpad or notepad as admin.


Off note why are editing cpl files.

Reboot and press F8 at the right time; thereafter, select safe-mode from among the options provided. Once you're in safe-mode, you should be able to edit the file as needed.

I'm trying to edit this file from .cpl to .old. Reason being, basically to fix another issue (Issue with Panda security, resolution is to change that file to .old.) so renaming. I had tried running as an admin, with no luck.

You're trying to edit a file in your AV software? That strikes me as a spectacularly bad idea.
Any AV software worth its salt would try to prevent that. It prevents that for a reason.

If you can, navigate to the file in Command Prompt, then use chmod 777

fine. sorry. cacls, icacls, or xcacls will work. icacles is for win7 only. I am assuming that you have windows 8 at least. Note that it is not cads, but c a c l s, and same for others.
